Preparing Oregon Schools for Compliance with Alyssa’s Law

Alyssa’s Law Overview

Alyssa’s Law, named after Alyssa Alhadeff, a victim of the 2018 Marjory Stoneman Douglas High School tragedy, requires schools in various states to implement or consider implementing silent panic alert systems linked directly to first responders and law enforcement agencies. Already passed into law in Florida, Georgia, New Jersey, New York, Oklahoma, Tennessee, Texas, Utah, and Washington, Alyssa’s Law has quickly gained traction around the country. 

Oregon is now the most recent state to pass the law with House Bill (HB) 3083 signed by Governor Tina Kotek on Wednesday, May 28, 2025.

What Oregon Schools Need to Know to Comply

Oregon HB 3083 amends ORS 336.071 by requiring school governing bodies to consider the installation of a panic alarm system that: 

  • Is wireless or consists of wearable panic alarms; 
  • Is capable of connecting to diverse emergency services technologies to ensure real-time coordination between multiple emergency services agencies; and 
  • Integrates with local public safety answering points to transmit 911 calls and mobile activations. 

The bill also requires every school to have emergency safeguards including drills and instruction on emergency response procedures covering: 

  • Fires; 
  • Earthquakes and tsunamis; 
  • And other safety threats.

Grants Supporting Oregon School Panic Alarm System Implementation

The FY25 COPS SVPP grant program provides $73M to school boards and districts nationwide and includes “technology for expedited notification of local law enforcement during an emergency” as an allowable expense. Additionally, schools who were awarded funds from FY24 federal grant programs such as COPS SVPP, BJA STOP, and the State Homeland Security Grant Program (SHSP) have until 2027 to spend their awarded funds.
