Raptor and the Georgia Alliance of School Resource Officers and Educators (GASROE) have partnered to deliver the S.A.F.E.R. behavioral threat assessment (BTA) methodology, through the Raptor StudentSafe™ platform.
- GASROE’s S.A.F.E.R. BTA methodology establishes a standardized framework for identifying, assessing and managing student behaviors of concern.
- Raptor is the exclusive digital provider of the S.A.F.E.R. methodology’s forms, workflows, and training resources through our StudentSafe platform, helping teams intervene early and reintegrate students successfully.
- Gives Georgia schools a compliant, evidence-informed platform to meet HB268 requirements which mandates behavioral threat assessment management plans by 1/1/2027.
- Co-developed training will be delivered by GASROE and Raptor’s threat assessment experts from SIGMA to ensure Georgia educators are fully equipped to implement the methodology with confidence.

Ricky and Alyssa’s Law
Ricky and Alyssa’s Law, as part of House Bill (HB) 268, requires each public school to implement a mobile panic alert system, known as ‘Alyssa’s Alert’ by July 1, 2026. These systems must:
- Be capable of connecting disparate emergency services technologies to ensure real-time coordination between multiple local and state law enforcement and first responder agencies.
- Integrate with the technology used in each local public safety answering point to transmit 911 calls and mobile activations.
- Integrate with school mapping data.
Raptor provides multiple alerting methods to enable staff to silently and more easily expedite the call for help during emergencies, ensuring compliance with Ricky and Alyssa’s Law. Designed to work under duress, Raptor Alert and Raptor Badge Alert provide a silent panic alert system for school staff. The system:
- Integrates with existing digital security systems, maps, and peripherals through the Raptor Connect bi-directional integration platform, streamlining a school’s digital emergency response activations, speeding notifications, and minimizing the impact of the situation.
- Is compatible with all standard Public Safety Answering Points and emergency calling infrastructure, and is RapidSOS Ready, accelerating the transfer of critical emergency alert data to 911 and with first responders during emergencies.
- Includes advanced dynamic mapping that shows precise floor-level and location-specific details when an alert is initiated. Schools can use their existing maps or work with Raptor and its partners to enhance their visualizations.
Georgia School Safety Mandates
In addition to mandating the implementation of ‘Alyssa’s Alert’ systems, HB 268 and HB 147 require:

Available Funding
State and federal grants are available to support school safety enhancements in Georgia. The following programs align with Raptor solutions:
FY27 School Security Grant
Timeline: Funds will be distributed in 12 equal monthly installments through GaDOE’s Grants Accounting System (GAORS).
The FY27 School Security Grant provides $47,267 to each Georgia public school for security enhancements. Allowable expenses include:
- personal panic devices
- school mapping
- professional services
- physical security site improvements
- and more
FY26 COPS SVPP
Award Period: 36 months
The FY26 Community Oriented Policing Services School Violence Prevention Program (COPS SVPP) will provide an estimated total of $73M for K-12 school security improvements. Allowable expenses include:
- panic alarm notification systems
- security systems and accompanying equipment
- school maps
- visitor management systems
- and more
FY26 School Safety Enhancement Program
Project period: Up to 36 months
The FY26 School Safety Enhancement Program will provide a total of $93M to State Educational Agencies (SEAs) for school safety systems and physical security. Allowable expenses include:
