9 Strategies to Improve Threat Reporting in Schools

Anonymous tips can be a powerful tool in solving crimes and bringing justice to victims. In the aftermath of the Columbine High School shooting in 1999, many schools began implementing tip lines. These anonymous tip lines allow students to report suspicious or concerning behavior without fear of retaliation or being identified. 

The use of these tip lines has proven effective in preventing potential violence and keeping communities safe.  

In fact, according to a 2021 study by the National Threat Assessment Center, “in nearly all (n=63,94%) of the cases, the plotters shared their intentions about carrying out an attack targeting the school in various ways, including verbal statements, electronic messaging, and online posts” (U.S. Secret Service, “Averting Targeted School Violence,” 25). 

While tip lines are widely used and are crucial for protecting students and staff, the effectiveness of a school’s anonymous tip program varies significantly based on communication about and support of the program within the community.  

In May 2023, the National Threat Assessment Center published a research report titled “Improving School Safety Through Bystander Reporting.” This report offers guidance for schools and districts on developing or enhancing their reporting systems for safety concerns. 

Here are the key points and strategies the report shares.  

Bystander Reporting is Critical

While anonymous tip lines are largely implemented to reduce acts of violence, they are also critical to providing students experiencing a wide variety of student wellbeing concerns. Often the number of anonymous tips surrounding suicidal students outnumber those for violence. 

To address the fear of speaking out, tip lines provide a confidential and anonymous method for individuals to report what they know. These tips are crucial for protecting students and staff—to improve your school’s reporting programs, consider the following recommendations from the NTAC’s report.  

Strategies to Strengthen Reporting Programs

  1. Ensure Accessibility: To ensure students can report incidents, there must be multiple methods for submitting tips. 
  2. Set hours of availability: Schools must establish specific hours during which reports can be made. While students may have information at any time, schools are not open 24/7. Consequently, schools need to determine when they will receive reports and how these reports will be managed during non-school hours. 
  3. Promote Confidentiality: Students are more likely to provide truthful reports if they can do so anonymously and with guaranteed confidentiality. Location tracking should only be employed in extreme situations, such as imminent threats. 
  4. Respond to Reports: Reports are only effective if they are reviewed and acted upon promptly, following a transparent process. 

Strategies to Encourage Reporting

  1. Prioritize Training: Simply having a tip line is insufficient. Comprehensive training is necessary for various stakeholders. Staff who respond to alerts need regular training on the response process. Additionally, students should receive multiple training sessions each year on how to make a report, what to report, and the importance of confidentiality and anonymity. Key messaging must be reinforced throughout the school year through various channels, including signs placed strategically around the school. 
  2. Focus on School Climate: An anonymous reporting system alone is insufficient; it must be part of a broader school climate that prioritizes relationships and safety for everyone.   
  3. Collaborate with Law Enforcement: School administrators should establish a partnership with local law enforcement to ensure proper protocols are in place for responding to reports of potential threats. This collaboration can also include joint trainings and drills, as well as regular communication to address any concerns or updates. 
  4. Utilize Technology: In addition to traditional tip lines, schools can utilize technology to make it easier for staff to report safety concerns. These platforms can also provide real-time notifications and follow-up capabilities, making the response process more efficient. 
  5. Encourage Reporting: It is crucial that all members of the school community feel comfortable and empowered to report potential threats without fear of retaliation. Anonymous reporting options can help alleviate this fear, resulting in a more secure environment.
