Alyssa’s Law

Alyssa’s Law, as part of House Bill (HB) 322, requires district-wide and building-level school safety teams to consider including a mobile panic alert system in their respective safety plans. These systems must: 

  • Be capable of connecting diverse emergency services technologies to ensure real-time coordination between multiple first responder agencies.
  • Integrate with local public safety answering point infrastructure to transmit 911 calls and mobile activations.

ESSER Funding

Available Funding

The state of Tennessee has allocated funds for implementing school safety enhancements. The following programs align with Raptor solutions:

$20M FY25-26 Tennessee School Safety Grant Fund

$20 million has been secured for the Tennessee School Safety Grant Fund through the passage of the $59.5 billion FY-25-26 budget on April 22, 2025. Application details are expected to be released soon. Learn More. 

$54M Public and Nonpublic School Security Grants

A total of $54 million in one-time, non-recurring funds was allocated to Tennessee school districts via the FY24 Public and Non-Public School Security Grants for enhancing student safety. The budget period deadlines for both grants were recently extended to June 30, 2025, to ensure that awardees have enough time to spend their awarded funds. 

Allowable expenses include: 

Stronger Connections Grant Program

Stronger Connections Grant Program End Date: September 30, 2026

Provides $18.8 million for safer and healthier learning environments in Tennessee. 

Allowable expenses include: 

  • Establishing a multi-tiered system of supports framework,  
  • Violence prevention and intervention programs and activities,
  • Developing early detection, screening, or warning systems to identify at risk students,
  • and more.
