Raptored: Sex Offender Arrested at Kindergarten Center

FEBRUARY 4, 2016 OSWEGO A registered sex offender was removed Wednesday morning from East View Kindergarten Center in Oswego.
William G. Lumpkin, 50, of the 100 block of Tealwood Rd. in Montgomery, was arrested by Oswego police and charged with a felony count of sex offender in prohibited zone/school, after Community Unit School District 308s visitor screening process alerted school personnel at 9:27 a.m. that Lumpkin was a registered sexual predator.

Lumpkin did not make contact with any children in the building and was accompanied by his girlfriend at the time, according to a joint press release from the Oswego Police Department and District 308. He was arrested in the school lobby and transported to the Kendall County jail to await a bond hearing.

According to Illinois Sex Offender Information records, Lumpkin was convicted in Florida of aggravated criminal sexual abuse when he was 30. The victim was 13.

In the release, District 308 Associate Superintendent for Administrative Services Dr. John Sparlin praised the swift actions of the East View Kindergarten Center staff, district administrators and the Oswego Police Department, and credited the Raptor Technology on-site security system utilized by School District 308 which screens any visitors identity eliminating a potential threat before anyone was placed at risk.

Our procedures for visitors to our schools and partnership with the Oswego Police Department worked precisely as planned, Sparlin said in the release. An individual tried to enter our building illegally, the police were notified immediately and everything worked exactly as we have practiced at our schools and buildings.
